@amitsurti shared with me how Google may load Google AdSense ads on really slow connections. He shared a video with me of how Google will replace the AdSense ad with a message that reads:

This is the Google Web Light initiative to optimize web pages on slow mobile connections.

Here is a picture of the replaced AdSense unit with the warning:
