Just like with Google AdWords and Google Analytics, Google has now introduced a certified partner program for AdSense.
The program details are at google.com/adsense/start/partners.
In short, it is not made for individual publishers but rather companies or individuals who can help publishers install, configure, monetize, optimize and improve their AdSense earnings.
