Google’s Jade Wang posted an announcement in the Google Business Help forum thread that they are changing how Google+ local pages work for business owners.

Now, the business owner can see the Google+ local page they created before they are verified using the PIN verification system. It won’t show on the map or other places consumers might see it, until it is verified but it will show to the local business owner.
