Elizabeth from the Google My Business team announced in the Google My Business Help forums that they are now reenabling the ability to upload latitude and longitude data for your Google My Business locations via spreadsheet when you are in Brazil, Russia, India, Indonesia and Mexico.
I suspect the reason is, address data doesn’t always map properly to the exact latitude and longitude of the business in those countries and thus added the latitude and longitude helps Google and Google Maps users locate the business.

Google said, “base your latitude and longitude on the center of your location” and Google will “only use latitude and longitude when we have trouble locating your address on the map. Even if you do provide them, they might not be used by Google My Business.”
