Google has a change of address feature in Google Webmaster Tools, they also have detailed instructions on how to move a site but it seems like they want to do more to help webmasters who want to move their sites.

Google’s Pierre Far posted on Google+ a question to webmasters asking them “what confuses or annoys you about moving your site?”

Google is looking to hear from you all about what they can do to improve the process.

Pierre added:

So here is your chance to give Google feedback early on as they look to improve Google Webmaster Tools in this area.

Oh, clearly Google did not say they are building anything but you have to read between the lines.
