Bing announced they have expanded the Bid Landscape Tool to support not just keywords but also ad groups.

The new feature has launched in the US currently but will be expanded worldwide in the near future.

Bing Ads Bid Landscape Tool enables you to view estimated cost, clicks, impressions and top impressions for a single keyword at various bid price points. You can view estimated data for multiple bid price points simultaneously.
